Closing date for rail-slot bids extended to Feb 27 after updates are made to Network Statement

 : The Transnet Rail Infrastructure Manager (TRIM) has announced an extension, from February 7 to February 27, to the closing date for slot applications under the recently published Network Statement, which has also been updated with new addendums.

The inaugural Network Statement provides the initial framework and pricing for the integration of third-party operators and will be updated yearly on April 1.

In a media statement, the TRIM said the extension follows the receipt of requests from potential bidders for access to the network, including train operating companies (TOCs), and had also been approved by the Interim Rail Economic Regulatory Capacity.

“By extending the deadline, TRIM aims to enhance the quality of applications and encourage broader participation from both established and new market entrants,” the statement reads.

Ahead of the extension, the TRIM published an updated Annexure 29b and an Addendum to Section 4-10, incorporating key changes to capacity allocation and economic transformation principles respectively.

In the updated Annexure 29b, the network capacity for the 2025/26 financial year is stated to be 209-million tons, up from the 180-million tons outlined in the original annexure.

“The updated Annexure 29b provides detailed insights into available network capacity and key operational considerations for TOCs across all corridors.

“The revision ensures greater clarity on capacity allocation principles and includes critical enhancements to improve network reliability, efficiency, and planning processes.”

The TRIM also said that the update provided for the full opening of all slots across the network.

The Addendum to Section 4-10, meanwhile, clarified equity-based access provisions for emerging operators and was aligned with South Africa’s empowerment legislation and the Rail Sub-Sector Code.
